    OSI Optoelectronics is seeking a Supply Chain Manager (EMS) to plan and implement activities related to the timely, cost-effective procurement, inventory control, planning and quality control of production materials. Develops, implements, and maintains policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions. Ensures the availability of materials in the supply chain, as scheduled, and the maintenance of inventory at minimum acceptable levels. Responsible for sourcing and supplying raw materials, utilities and outside services, as well coordinating global procurement efforts. Coordinates with finance/accounting on matters involving inventory carrying costs. Reviews and plans requirements for acceptable inventory. May assist with the establishment and maintenance of the production control system.  May work with customers in auditing customer inventory levels and with internal and external vendors to comply with inventory policies. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

    Responsibilities

    • Conduct new supplier qualification including coordinating commercial and technical assessment activities and serving as lead auditor conducting onsite assessment activities.
    • Conduct ongoing qualification audits of existing suppliers and maintain an approved supplier list.
    • Coordinate Vendor and Part Approval Processes activities to ensure all pertinent product quality requirements for purchased materials are understood, communicated and met in an effective and economical manner.
    • Develop suppliers as needed to attain the minimum competencies required by Rapiscan Systems.
    • Monitor supplier quality performance and coordinate improvement activities for poor suppliers and certification efforts for exemplary suppliers.  Analyze supplier quality trends and participate in improvement activities, using statistical analysis and problem solving tools.
    • Assist in training of company and supplier personnel in supplier quality process.
    • Assist with measure, audit, and improvement of supplier-quality processes that satisfy customer expectations.  Document and maintain supplier quality procedures.
    • Work with Production, Service, Procurement and Engineering to identify material and supplier quality trends, and assign disposition.
    • Work with engineering to improve product specifications and drawings so that critical needs are met by the organization and the customer.
    • Execute the warranty / factory returns program (RMA process) to suppliers.
    • Supervise subordinates.

    Qualifications

    • BS in Industrial/Mechanical/Electrical Engineering or related discipline.
    • 5 – 7 years experience in the quality or manufacturing field; or min 5 years in supplier quality role.
    • Knowledge of industry quality system standards and knowledge of manufacturing processes and related process controls.
    • Experience using tools such as Control Plans, FMEA’s, PPAP and the ability to communicate advanced quality concepts both internally and externally required.
    • Knowledge of statistical analysis tools.
